Are the reforms Suthep seeks democratic?

Ref: "Reform first and election later: I'm with Suthep" yesterday.

The writer quoted the US Secretary of State John Kerry at length but left out the crucial operative phrase "democratically instituted reforms" which Kerry mentioned as important in any properly functioning democracy. Would reforms by Khun Suthep touch on the lese-majeste law, or the armed forces? Would reforms by Khun Suthep be democratic? Please forgive me if I have my doubts.
