A military solution for the stray-dog problem

I would like to see the junta use its considerable powers to solve the stray-dog problem once and for all.

They should crack down on breeders and pet stores, require people to get their pets spayed or neutered and have stiff penalties for people who abandon their dogs on the streets.

I'd also like to see "no kill" shelters forced to change their policy. It is pure hypocrisy for people to toss their dogs out in the street to suffer a slow death and then claim it's against their religion to put dogs in overcrowded shelters, humanely out of their misery. This is the reason many dogs remain out on the street.

By flexing its muscles, the junta could make significant progress toward solving this problem.
