The acting PM should resign and call off the election to avoid bloodshed and the necessity for a coup, and beg for mercy from the Constitutional Court. Otherwise she will be held responsible for any consequences.
What Suthep is doing might be illegal, but what everybody else is doing is watching Thailand go down the drain under the leadership that caused the chaos. The country needs to be set on a course with an independent bureaucracy, an accountable police force and a judiciary that can execute its duties without fear or favour or political interference.
