Apart from economic issues, the NCPO has instructed the Ministry of Foreign Affairs to additionally consider the way in which all member countries will equally benefit from the utilisation of water resources in the Mekong River, in particular on the construction of dams in each upper-Mekong country, which may cause the flooding or drought that affect people in the lower-Mekong countries, he said during his weekly TV address.
Issues regarding human rights and environment should be taken into consideration, as water is a vital source of life, he added.
