Witnessed by about 10 policemen on guarding duty, Surachai Kerddee, 45, walked to the statue of Earth Goddess at the party's shrine and threw the bag filled with excrement.
"I once complained to the prime minister about the annoying police radio frequency but it went unheeded," he said in his statement following the arrest.
Surachai vowed to stage the third excrement attack if there was no action taken to address his plight.
In his previous arrest in March, he was convicted for disorderly conduct and sentenced for five-day detention and a fine of Bt1,000.
