SET, SEC seek to protect stock trading during 3G auction


The Stock Exchange of Thailand and the Securities and Exchange Commission will discuss with the telecom regulator ways to prevent the results and related information from the 3G2.1GHz licence auction from affecting stock trading and investors.

"We'll discuss the matter with the NTC. The SET will open for trading as usual but will seek ways to prevent risks to investors," SET president Charamporn Jotikasthira said yesterday.

 The bourse might ask the National Telecommunications Commission to release the auction result after the stock market closes at 4.30pm, he said.

The NTC will hold the auction for two thirdgeneration spectrum wireless broadband licences on September 20 and it could last one to eight days. The three bidders are Advanced Wireless Network of Advanced Info Service (AIS), DTAC Internet Service of Total Access Communication (DTAC) and Real Move of True Corp.

Natee Sukonrat, a member of the NTC, said the commission was willing to talk with the SET on the matter, but he saw no need to suspend stock trading in the companies during the auction.

The NTC has decided to broadcast the auction live and will give updates three times a day - in the morning, at 4pm and at 9pm, he said. But it will not disclose the names of the companies, just referring to the No 1, No 2 and No 3 companies. It will reveal the winners' names only after the auction ends.

The NTC has also decided to allow a maximum of eight representatives from each bidder to take part in the bidding, up from five, he said.

Sakkarin Ruamrangsri, the SET's chief regulatory officer, said the exchange was coordinating with all parties to prepare to deal with concerns that the auction might affect stock trading.

The SET will advise investors to keep up with the latest information, mainly from the NTC, to prevent confusion and misunderstanding.

The SET will also discuss with the listed companies involved in the auction and the NTC about what information can be disclosed before and during the auction. It expects to reach a conclusion on the matter before auction day.

There is a lot of information in the market these days and the SET will keep monitoring whether it affects stock trading, he said.

AIS stock closed at Bt95.5 yesterday, up 2.69 per cent, DTAC at Bt46.25, up 1.09 per cent, and True Corp at Bt7.60, up 11.76 per cent.
