Bangkok to explain to UN


Thailand would explain to the United Nations its stance on the Phra Viharn Controversy to counter Cambodia Prime Minister Hun Sen's letter to the UN which decry claims that Thailand is ready to abrogate rulings on the mutual border.

In his letter to the United Nations, Hun Sen reiterated the border dispute had been ruled on in Cambodia's favour by the world court in 1962 and by other bodies on occasions since 1904.

"In violating the judgment of the International Court of Justice, Thailand currently maintains its soldiers in the Keo Sikkhakiri Svara pagoda of Cambodia, situated only about 300 metres from the Temple of Preah Vihear, well inside Cambodian territory," Hun Sen wrote.

By threatening to use military force, Thailand "flagrantly violates" the UN Charter, he added.

Government spokesman Panithan Wattanayakorn told reporters on Monday that Foreign Minister officials and legal experts are meeting to outline letter to be sent to the UN to explain to the UN about the matter.

"The letter would comprise three parts. The first part will explain the legal matters that Cambodia mentioned, the second part about the invasion into our territory while the third would be an assurance that we would handle the matter with peaceful means and according to the laws," Panithan said.

The dispute over the Phra Viharn Temple between Thailand and Cambodia erupted recently after Thailand managed to delay Unesco World Heritage Committee's consideration on Cambodia's management plan for the temple.

Some civic networks in Thailand demanded that the government cancelled a joint Memorandum of Understanding on the bilateral border demarcation signed in 2000. Prime Minister Abhisit Vejjajiva insisted that the MOU had nothing to do with the boundary demarcation.
