Government officials will get their pay increases twice a year, at 3 per cent maximum each time, under a system that will start on April 1 next year, Civil Service Commission secretary-general Benchawan Srangnitra said yesterday.
The new evaluation for the pay rise of state officials in 147 agencies belonging to 19 ministries will be changed from the current system, which has been used for decades. Under that system, officials got their pay rise once a year in "a step system" in which a fixed amount of money was set aside for a pay rise.
Under the new system, officials will be evaluated according to their performance and their salary increase will range from 0-6 per cent, depending on their superiors' judgement.
Benchawan said the new system guaranteed transparency because there were clear guidelines to follow on judging performance. The system is also flexible to suit each agency and the type of work involved, she said.
Heads of each department can also use the evaluations for promotions and transfers and draw "career paths" and human-resources development guides for their subordinates.
"The change in the system does not only value the end results but also focuses on the change in officials' attitude towards their work,'' she said.
