What does Òcash-strapped governmentÓ mean? I looked it up in my dictionary and did not find any meaning. Please help.

The word ÒstrappedÓ itself means Òin financial needÓ; it is used in informal language.
Many NGOs are strapped for cash as fewer people donate.

Brand or make
Dear Dr English,
Should we call the name of a product a brand or a make? Or can the words be used interchangeably?

A productÕs brand is a particular name given to it by the company that manufactures it. Brands often are products that do not last for a long time, such as dishwashing detergent, soap, processed food, etc. For example: My mother likes to use this particular brand of oyster sauce for her cooking, but I think it is too sweet.
The make is the type of model or a product that a company produces. We often use make with products that last a long time, something like electrical appliances, cars, washing machines.
For example: This make of washing machine is very durable. We bought it before our son was born. Now he is 10 and the machine is still in good service.

I heard my colleague say that the other guy is now the bossÕs blue-eyed boy. What does Òblue-eyed boyÓ mean? Thanks.

ÒBlue-eyed boy is an informal expression used mainly by the British referring to a boy or a man who is particularly liked and is treated well by someone, especially someone in authority.
Paul is the directorÕs blue-eyed boy now; whatever he proposes will be approved.
