THE MEANING OF "AS OF"

Dear Dr English,

I read English newspapers and saw the phrase "...as of April 15, 2005" in a sentence. I don't understand what it means. Could you tell me about it?

When we use "as of" followed with date or time, we are saying that something will happen at the time mentioned or from that time. The sentence, "As of next month, all staff members are required to wear a uniform", means from next month all staff members will have to wear uniform. The phrase "as from" gives the same meaning as "as of".

As of nine o'clock, the coach will leave for Pattaya.
As of midnight, the magic will lose its power, so Cinderella must be home before then.
