The Office of the National Anti-Corruption Commission (ONACC) and the Electronic Transactions Development Agency (ETDA) on Friday signed a memorandum of understanding (MoU) on digital transformation.
Under the agreement, ETDA will help facilitate and modernise ONACC’s operations through the use of new technologies and electronic transactions in order to improve efficiency and transparency of its services.
The scope of collaboration between the two parties includes the development of electronic systems for asset declaration, complaint filing, digital identification verification, and Big Data management.
ETDA would help ONACC improve its complaint management system with the use of Chatbot and Big Data. ONACC will be one of the first organisations to implement the Cabinet’s recent instruction for all public organisations to deploy eservices and issue official electronic documents. The collaboration will set an example for other public organisations and increase public confidence in electronic transactions and documents.
Pol General Watcharapol Prasarnrajkit, president of the National AntiCorruption Commission (NACC), said ETDA will facilitate ONACC’s digital transformation and its mission to become Thailand’s national data centre for all corruption cases, especially enforcement outcomes.
“Thailand suffers as much as Bt100 billion in loss a year from corruption,” said Watcharapol, adding that the ONACC receives more than 5,000 complaints per annum.
“As of today, we have 10,000 accusations pending investigation and 2,800 preliminary examinations,” said Watcharapol.
“We want to clear these cases in the next two years. However, law enforcement needs to be more efficient,” he said.
Watcharapol said information technology would make ONACC’s work transparent and acceptable to the public.
Surangkana Wayuparb, chief executive officer of ETDA, said that under the cooperation, ONACC would embark on the digital era for better accountability and transparency.
ETDA will assist ONACC’s shift to digitalisation in areas such as edocumentation, eauthentification, cybersecurity, IT training, as well as the development of electronic systems for asset declaration and complaint filing, digital identification verification, and Big Data management.
Jirawan Boonperm, ETDA’s chairperson, said Thailand is driving its economy and society via technology and innovation with all government agencies instructed to modernise their working process for public services.
On April 2, the Cabinet approved the issuance of digital documents by government agencies and the development of eservices. ETDA will be one of the key facilitators.
