Adviser favours water, rail ministries

Two administrative agencies for water resources and railways should be set up to pave the way for public-service reform, a legal adviser to the National Council for Peace and Order said yesterday.

Wisanu Khruangam said the country had tried for more a decade to determine what number of ministries is appropriate. The state now has 20 ministries, up from 12 originally.

He wondered whether it was time for the government to revise its administrative structure. There have been talks about the establishment of a ministry for water resources, for example, that would gather all water-related agencies under its umbrella.

There have also been discussions on the establishment of a railway department governing regular, high-speed and commuter trains.
