PM's Office Permanent Secretary Thongthong Chandrangsu said Friday that the government cannot issue an executive decree to set up a reform council as proposed by 25 organisations.

Thongthong said he had consulted the Council of State, which replied that the situation was not urgent enough to issue an executive degree.
He said if the government issues an executive decree to set up the reform council, some people would definitely submit a petition to the Constitutional Court to review the decree’s issuance.
