Somkid is the prime suspect in the premeditated murder of al-Ruwaili, a shareholder in a job placement firm in 1990. The victim was believed to hold vital information on the spree of killings of four Saudi diplomats in Bangkok.
Somkid, now commissioner of Provincial Police Region 5, and other police officers would report to the Criminal Court and their lawyers are in the process of seeking bail.
The decision came as the case's statute of limitations expires on February 12.
