
The NACC ruled that the incident took place before Boonchong assumed office and that there was no evidence of foul play to implicate him for exploiting the government funds.
The case came to light in January after the Social Development and Human Security Ministry allocated the Bt100,000 budget designed as cash hand-outs to 200 villagers in Chok Chai district, seen as Boonjong's political stronghold.
The ministry and the district jointly organised a ceremony to distribute the cash. Boonjong was present at the ceremony since it took place at his residence.
Local authorities said they had to relocate the ceremony because the district hall had been reserved for another event.
Following the ceremony, Boonjong gave his name cards to villagers. His opponents argued Boonjong was trying to claim credit for the cash.
In his rebuttal, he said he gave out the cards only to those supporters who wanted his phone number in order to keep in touch.
