 Prasert Panyawong, chief of Mae Na Rua Tambon Administration, said the plant has not yet won the villagers' approval and there is no environmental impact assessment.

 "All villagers earlier agreed that no power plant is welcomed in the area," he said, claiming that some villagers were tricked to approve the project. He said the company earlier hosted a conference and later claimed that participating villagers endorsed the project.

 He and the villagers submitted the petition to the province's governor.
