Mong is a stateless child who was born in Chiang Mai to Burmese parents.
Mong wanted the travel document to travel to Shiba of Japan where he was expected to represent Thailand in an origami Airplane Contest between September 18-20.
Mong was invited to compete in Japan after his paperplane design stayed airborne for more than 12 minutes, long enough to win a local contest.
Nititorn said Chaovarat violated Mong's rights and liberties by ignoring his request for a document that could lead the Foreign Affairs Ministry to issue him a temporary passport.
The Foreign Affairs Ministry said it could issue Mong a temporary passport, if the Interior Ministry gave a green light.
