Sathit will serve as chairman of the three state enterprises under the ministry.
Deputy Finance Minister Pradit Pataraprasit said the online lottery should be finalised this month.
If the GLO's board approves the project, it could materialise within 60 days.
"This issue has drawn criticism. Personally, I believe if we can legitimise something wrong and allocate the revenue legally, that's good. I support the online-lottery programme," he said.
Sathit said if the scheme did not violate the law, he was ready to back it.
He said his urgent mission was to proceed with measures under the second stimulus package, especially budget disbursement, including spending of the Bt800 billion to be borrowed.
He will also discuss ways to boost revenue with tax-collecting units but insisted there were no plans to hike excise taxes on other products, such as coffee and tea.
