Sukhumbhand said the quickest way, in his opinion, was to run charity lotteries. He said this would be proposed to the Cabinet while the Government Lottery Office would go execute it, possibly by the middle of next year. The charity lotteries would be aimed at people's welfare such as a lottery for education and a lottery for hospital building to prevent criticism that the public would be led astray.
