
Wanchai pointed to a Finance Ministry resolution placing the lottery under the GLO's purview.
Deputy Finance Minister Pradit Pataraprasit said the legal office was determining whether the GLO could proceed with the lottery without Cabinet approval.
Meanwhile, the Constitution Court accepted a motion filed by 99 opposition MPs to review the executive decree enabling the government to borrow Bt400 billion.
The high court also instructed Prime Minister Abhisit Vejjajiva and the lead sponsor of the motion, Pheu Thai MP Prakiat Nasimma, to submit written arguments for and against the decree by next Monday. They will explain the motion to the court on Tuesday.
