The opening ceremony begun with a documentary on Asean history which Prime Minister Abhisit's sound to tell the story of the group since it was born in Chonburi's Lam Taen in 1967.

"Today, Asean has returned once again to Thailand as we are meeting here in Cha-Am/Hua Hin. And we are here to bear witness to the fruit of the Asean Founding Fathers' creation.

However, the people-center Asean did not make a good start today since Burma and Cambodia's premiers refused to meet with two representatives of civil society.

The Burmese and Cambodian citizens who worked for non-governmental organizations were not allowed in the meeting since they were not recognized by the authorities.

Prime Minister Abhisit and foreign minister Kasit Piromya had to meet with the two separately outside the meeting venue.
