
The Thai delegation struggled to have its head for days as active Prim Minister Chavarat Charnvirakul who oversees the foreign ministry refused to take the role for unclear reason.
Deputy Prime Minister Olarn Chaipravat and Finance Minister Suchart Thadathamrongvej also declined the request made by the foreign ministry to lead the Thai delegation.
The special session was held the Asean office to celebrate the Asean charter which would come into force on Monday and reschedule the Asean summit after Thailand, as the current chairman postponed the meeting due to internal political crisis.
The Asean ministerial meeting was held around the same time as Thai parliament convened to elect new Prim Minister replacing Somchai Wongsawat who was disqualified after the dissolution of ruling parties.
