CAT president Phisal Jorpochaudom yesterday said the state agency had started paying the rate last month, after informing the operators of its intent in October.
It has submitted the rate to the National Telecommunications Commission (NTC) and will later enter into negotiations with all telecom operators to forge bilateral interconnection rates, he added.
He said CAT would pay compensation to affected operators, should there be any upward adjustment after they reach bilateral deals.
Phisal acknowleged that the new 21-satang rate had angered the operators.
In a separate matter, the CAT board yesterday approved the plan to award a Bt220-million deal to Chinese telecom-equipment supplier Huawei Technologies to install additional small switching centres of its Code Division Multiple Access 2000 1-x cellular service.
