
Surin said Thailand, the Philippines and Indonesia have finally presented their respective instruments of ratification for the Asean Charter to the Asean Secretariat.
Thailand's was presented to him by Ambassador Don Pramudvinai, Thailand's Permanent Representative to the United Nations, during his trip to New York to attend the UN
meeting last week, Surin said.
He added that the Philippines also did the same in New York while Indonesia's instrument was presented only days earlier at the Asean Secretariat in Jakarta. All 10 members of the regional grouping have finally ratified the Asean Charter, making it possible for the Asean leaders to celebrate the entering into force of their basic document when they gather in Chiang Mai on December 15 for the Asean summit.
The charter marks the new beginning of Asean as a legal-binding organisation. Members must comply with all the rules and regulations agreed upon by their leaders without fail.
The charter is also the key instrument to promote the realisation of an Asean community in 2015.
