Weera, who heads the Group for the Protection of People's Rights and Freedom, filed his complaint at Bangkok's Nang Loeng Police Station.
He said that since September 2, Khattiya, an Army specialist known as "Seh Daeng", had issued public warnings against the anti-government PAD and explosions often followed at the group's protest site shortly after those warnings.
The activist, who has taken legal action against many political figures, said that what Khattiya was doing, besides his role in training pro-government militants in combat techniques, constituted the legal offence of organised crime.
