¬casting law authorises the National Telecommunications Commission (NTC) to oversee the industry, pending establishment of the National Broadcasting and Telecommuni cations Commission (NBTC).During the transition, the NTC will grant licences valid for only one year to community radio stations, which may or may not use the spectrum, and will supervise their operations. It will also set their programming ratios, review programming plans and monitor radiotransmission power to prevent possible interference with other frequencies.
The NTC also appointed the broadcasting subcommittee in accordance with Article 79 of the Act in order to fulfil its duty in accordance with the transitory provisions. The subcommittee will work on regulation details and present a plan for the NTC
's approval.The subcommittee will set up four committees to help it draft the regula
¬tions. Among them are the committees overseeing radio and television broadcasting work, existing licences, cablebased broadcasting and consumer complaints.NTC secretarygeneral Suranan Wongvithayakamjorn said that the NTC would hold public hearings on the regulations that would have an impact on the public. The Information and Communications Technology Ministry has yet to finish hearings on the draft law governing the NBTC.
