¬missing rumours that the project was going to be cancelled.The initial plan to begin con¬struction in the first quarter of this year was delayed due to city elec¬tions in Phuket, he said.
Somyos added that the company needed to renegotiate the plant
's reduced production capacity with the new Phuket mayor but reckoned there should be no problems with approval."Our project will be proposed to Phuket's councillors this month, and if they agree to it, we will issue terms of reference for construction firms," he explained.
The construction, expected to cost approximately Bt1 billion, should be completed in 18 months, he said. The plant, which should be able to recycle 300 tonnes of waste every day, has been invested in by Egco Group, PTT and SepcoAsia in a proportion of 50:35:15 respective
¬ly.Somyos added that if the initial project was successful Egco would continue with Phase II at a similar production capacity. The Energy Ministry is encouraging the Egco group to continue with the second phase by offering to buy electricity at prices higher than the usual Bt2.50 per unit.
A source from the ministry added that the national policy aimed to generate 100 megawatts of energy from alternative fuel by 2011 but that it was difficult to build the plant because it would involve dealings with the local mafia.
"There are influential people in each locality involved in the wastecollection and recycling industry. Building a sewage power plant would mean stepping on their toes," the source said.
