The move follows the nod for Yuthana by the state agency's board last month.
Yuthana's top priority would be to push ahead with the delayed mega projects, including the Red Line mass-transit route, the construction of the double-track railway, and the Makasan complex development.
Santi added that the state railway agency's board had already asked the asset-management department to seek consultants to review the Makasan project in line with the current economic situation. The complex is intended to be its new major revenue source. The board also approved the state agency's plan to improve the older railways.
A Transport Ministry source said development of the state agency's mega-projects had been delayed as there was no governor for two years.
The total value of the delayed projects is over Bt500 billion.
