PM's Jakrapob Penkair arrived at the Government House greeting reporters with a cheerful smile saying he has made up his mind by resigning following the controversy.
The embattled minister said he would elaborate his decision at the press conference.
Jakrapob is expected soon to surrender to face charges of lese majesty with police.
