In his weekly TV programme yesterday, Samak hit back at the media for accusing him of "severe intimidation".
The premier swore he had not gained a single baht from the decision to allow an increase in sugar prices.
In performance evaluation, no Cabinet members could get past the half-way mark on a scale of one to 10.
The survey polled 1,228 people in Bangkok and surrounding areas to mark the Samak government's three months in office.
Of the top three favourites, Mingkwan received the highest score of 4.96, followed by Tourism and Sports Minister Weerasak Kowsurat (4.93) and Agriculture Minister Somsak Prissanananthakul (4.91).
Chalerm had the lowest approval rating of 3.39, followed by Samak (4.04) and Deputy Prime Minister Sanan Kachornprasart (4.05).
Some 78 per cent were dissatisfied with the way the government was tackling economic problems and soaring prices.
