PM Samak Sundaravej will travel to Beijing in August to participate in the event, the minister said.
Some international leaders, including French President Nicolas Sarkozy, have criticised China for its crackdown in Tibet, which resulted in several deaths.
Sarkozy has indicated that he won't go to the opening ceremony unless China met certain conditions, including beginning negotiations with Tibet's leader.
Noppadon said he had ordered the Thai ambassador in Washington to review a contract the former military junta had inked with a foreign lobbyist company.
If it was not necessary, the contract should be cancelled because it costs about Bt100,000 a month, he said.
