Cambodian Prime Minister Hun Sen was quoted as saying at the opening ceremony that Prasert altogether spent about US$8.5 million (Bt266 million) to build the hospital.
The hospital will introduce international-standard health services to rich Cambodians and foreigners.
It will help VIP clients save money, because they will not have to travel to Singapore, Vietnam, Thailand or other countries to see doctors any more, said Hun Sen.
"They will turn to use local health services, as they trust this hospital," he said.
Xinhua also quoted Prasert as saying in light of Cambodia's economic growth and development, businessmen should invest more in the health-service sector there.
Royal Ratanak Hospital will coordinate with Bangkok Dusit Medical Services and is also a sister hospital of Royal International Hospital in Siem Reap, he said.
The six-floor hospital will become a main emergency-referral centre, he added.
