Panels proposed for jails

Corrections Department chief Wanchai Rujanawong has proposed setting up central committees of inmate representatives to reduce arguments and fights between prisoners.

At a seminar on emotional quotient (EQ) development for inmates to lessen problems in prisons at Bangkok's Richmond Hotel yesterday, Wanchai said crimes and rule violations among prisoners were key problems.

They obstructed the department's mission to control and rehabilitate inmates. Therefore the department was trying to promote harmony among inmates and EQ development so they could better control their emotions and understand each other.

Wanchai said many times when inmates were fighting, prison guards stepped in and stopped it but punishment was not always fair.

He said a panel of inmates could mediate when a fight occurred to reduce conflicts. He said members should not be "influential" figures.
