Thawatchai said the parents would be asked if they knew about their children's street racing and would be asked to ground them after 10pm. If the parents are unable to do so, they will have to pay the bail amount within two years.
If the parents cannot prevent their children from repeating the offence, the department will revoke their guardianship of the children and assign child protection officials to do the job instead, he said.
Thawatchai said the remand homes would attach a suggestion to the case report for the public prosecutor and the court, asking that the youth be given a chance and not be prosecuted because street racing is punishable by up to three years in detention.
However, if they repeat the offence after getting bail and are sent back to the remand homes, they forfeit any chance of further bail, he added.
Officials have yet to decide whether seven of the youths who have been arrested previously for other offences should get bail, he said.
