
Former deputy agriculture minister and panel chairman Banjerd Singkaneti said it would urge the AEC to file a complaint with the Attorney-General to indict the 45 people.
The panel accused Somkid, former deputy finance minister Warathep Rattanakorn, former agriculture minister Sora-at Klinprathum and former commerce minister Adisai Bhodaramik of violating Articles 11 and 83 of the Criminal Law for their involvement in the purchase, he said.
Newin Chidchob will be accused of violating the State Bidding Act, Bidding Collusion Act 1999 and Articles 83, 157 and 351 of the Criminal Law.
Three companies - Charoen Pokphand Seeds, Resort Land and Ekcharoen - will also be charged for joint investment, management and collusion on the bid price, Banjerd added.
