

Sanguan was admitted to Bangkok's Ramathibodi Hospitalearlier
this year.
He was born on March 18, 1952. He graduated from Mahidol University's Faculty of Medicine in 1977.
He served as deputy permanent secretary for public health from 2001 to 2003 before he became the first NHSO secretary-general. He served in the NHSO top post for two terms.
He was one of the people who pushed forwards the idea of unversial healthcare, before the Thaksin administration materialised it into the "Bt30 universal healthcare" scheme.
