NHA deputy faces Ua Athorn charges

The Assets Examination Committee decided yesterday to file charges against National Housing Authority (NHA) deputy governor Pittaya Charoenwan and three others over a Ban Ua Athorn project in Prachin Buri, AEC member Kaewsan Atibodhi said.

The AEC suspected NHA officials inflated the price of the land where homes were to be built under the project by Bt7.8 million and falsified the land evaluation document.

The three others are Chetawat Wichit, Preecha Khunrak, and Alliance Property managing director Thawat Thuwirat. Pittaya is accused of violating Articles 3, 11, 38 and 157 of the Criminal Law for corrupt purposes.

The AEC also resolved to file complaints against Chetawat, Preecha, Thawat and Winai Piromdee for falsifying land documents and inflating land prices there and for Ban Ua Athorn in Aranyaprathet district by Bt10.7 million.

Kaewsan said the AEC found the company that evaluated the land price did not do its appraisal correctly. The accused tried to force it to make a backdated price evaluation but were rejected, he alleged.

So they backdated the evaluation themselves and inserted the document into files kept in the AEC's strong room.

"That was how we found the document was fabricated and the land evaluation price was inflated more than the actual price,'' he said.

The AEC will appoint a sub-committee to probe the two projects. The accused would be summoned to hear the charges and be allowed to object to the appointment of the sub-committee members.

The AEC sub-committee probing alleged corruption in Ban Ua Athorn Romklao Bang Phli would wrap up its investigation and submit its findings to prosecutors this month, Kaewsan said. Investigation of all Ua Athorn projects would be completed within five months.
