
Bremen announced late Sunday that Borowski, 27, had informed sports director Klaus Allofs and coach Thomas Schaaf of his decision earlier in the day at a training camp in Belek, Turkey.
"We made Tim an offer before the end of last year but talks never took place. If a player from the national team roster is available for free you have to be prepared for such moves," said Allofs.
Borowski came to Bremen as a 16-year-old and turned pro there in 2001. He has played 157 Bundesliga games and won 31 Germany caps.
The announcement came two days after Munich unveiled former Germany coach Juergen Klinsmann as their new helmsman from next season on.
