The by-election was in the province's Constituency 3.
A bomb exploded yesterday evening in the province's Soeng Sang district, killing one man.
The explosion took place near the house of former
Thai Rak Thai MP Suporn Atthawong.
Police could not identify the victim, whose body was found next to a pistol.
Boonlert Krutkhuntod polled 90,753 votes, Prasert Chanruangthong 88,176 and Linda Cherdchai 84,371 votes.
Turnout was 58 per cent, according to local election officials.
In the December 23 election turnout was 73 per cent.
Some voters in the constituency said they were bored with the by-election.
They thought it was a waste of time and money.
If there would be another round they would not cast their votes.
So far there was no report about election fraud in the by-election.
In another development, the commission yesterday issued yellow cards to two winning Puea Pandin Party candidates, and one from the People Power.
Commissioner Sumeth Ubanisakorn said it had overturned the victories of Meechai Jitpipat and Polapee Suwanchawee, Puea Pandin candidates in Nakhon Ratchasima Constituency 6.
The commission overturned the result of Surawit Konsomboon of the PPP in Chaiyaphum Constituency 2. A by-election will be held on Thursday.
The commission will ask the Council of State this week to report on the red and yellow cards issued following the December election, secretary-general Suthiphon Thaveechaiygarn said yesterday.
To date the commission has issued seven red cards and 18 yellow.
There are 40 candidates still being examined for election violations.
