Chalit rejected speculation the military was involved in organising by-elections in seven provinces. He said the Election Commission had sole jurisdiction for these.

He warned Thaksin and Pojaman to abide by electoral rules, and not complicate legal matters further.

Thaksin, a banned politician, cannot be involved in the electoral process, although Pojaman is free to campaign, he said. In a separate development, Army chief General Anupong Paochinda said the military would not intervene in litigation between People Power Party candidate Panachuaphet Krissana-rat and an Army officer, Lt-Colonel Pholsak Sripen. Panachuaphet accused Pholsak of campaigning for the Democrat Party in his capacity as a battalion commander in Bangkok.

Anupong said justice had to run its course.

General Somjet Boonthanom, head of the CNS secretariat, said he had identified the masterminds behind Buri Ram protests against red cards issued to three People Power candidates.

Somjet recently returned from a fact-finding mission in the northeastern province.

"Protesters included kamnan and village headmen, who travelled by government vehicle," he said. He will initiate disciplinary proceedings.
