Group to urge Prem not to submit autonomy bill for royal endorsement

Opponents of autonomy for Chulalongkorn University (CU) will this morning submit an appeal to Privy Council President General Prem Tin-sulanonda asking him not to submit the CU bill to His Majesty.

They claim the bill is neither clear nor accurate and was against the Constitution.

Dr Sophon Roengsumran, head of the Network of Chulalongkorn University Community against CU autonomy, said yesterday that 30 members of the group would submit the appeal to General Prem at 9.30am at his Si Sao Thewes residence, asking him not to present the bill to HM the King.

He said the bill had many contradictions and was against many articles of the Constitution, especially Article 142 (6) that stipulates the law content shall be revealed clearly and transparently.

He said a website with information on the bill was old and there were many points that remained unresolved to the CU community, especially organic laws, which CU executives claimed to be complete.

But the network had not seen them yet and did not believe they were finalised. Moreover, the group also want the bill to be reviewed, amended and undergo a public hearing for the CU community's acknowledgement and for accuracy, Sophon said.

After the bill was passed by the National Legislative Assembly (NLA), CU president Khunying Suchada Kiranan-dana invited lecturers to talk and "exchange opinions", Sophon said.

But every time they met, the lecturers who were against the idea had no chance to express themselves, he said, and vowed the group would proceed with their protest against the bill for the university's benefits.
