Suranan Wongvithayakamjorn, secretary-general of the National Telecommunications Commission (NTC), said CS Loxinfo would invest Bt1.5 billion during the next 10 years on the network rollout, of which Bt300 million will be spent on the wireless network.
Shin Broadband owns 39.9 per cent in CS Loxinfo, while Singapore Telecom has 13.41 per cent.
CS Loxinfo will pay 2.5 per cent of the annual revenue as a licence fee and 4 per cent as the NTC's Universal Service Obligation (USO) tax.
According to the NTC's regulations, a licensee that declines to promote its service in remote areas has to pay the USO tax. The NTC then uses the tax to hire other telecom firms to create the services in those areas.
The licensing body also granted permission to CS Loxinfo to use the unlicensed 2.4-Gigahertz spectrum to offer the telecom services.
It also approved a fee reduction for a licence to operate Internet networks for applicants and existing licensees with their own networks. The fee is to be cut to 2.5 per cent of their annual revenue, down from 5 per cent. The reduction will take effect next month.
Earlier the board approved a fee reduction for the Type-3 licence to 2.5 per cent from 3 per cent. That will also take effect next month.
The Type-3 licence is for applicants or licensees with their own major telecom network infrastructure.
