Lift martial law in some areas, says rights chief

The caretaker human-rights commissioner, Sunee Chairos, yesterday called for the lifting of martial law in areas that have conflicts between communities, state agencies and the private sector over development projects.

She said martial law was an obstruction for villagers wanting to share their opinions on development projects.

The Cabinet last Tuesday decided to lift martial law in some areas while imposing it in others. New areas put under martial law included Tambon Bang Saphan and Tambon Maerampheung in Prachuap Khiri Khan.

Sunee said people in the two tambons now had conflicts over development projects and protests against the projects were continuing. In Tambon Bang Saphan, villagers have been exercising their rights under the Constitution to protest against the construction of Sahaviriya's iron mine while villagers in Tambon Maerampheung are trying to protect a public swamp area from a landlord's encroachment.

"In this situation it is inappropriate to declare martial law as it removes people's right to voice their opinions," said Sunee.

She called for the lifting of martial law immediately.
