Colonel complains of abuses

A Department of Special Investigation (DSI) colonel yesterday complained that colleagues and Justice Ministry senior officials had abused their authority.

Colonel Anothai Bamrung-phong is a legal adviser at the department. He alleged to the Crime Suppression Division that Justice permanent secretary Charan Phakdithanakul and DSI chief Sunai Manomai-udom and deputies Pornchai Assawawatthana and Tharit Phengdit abused their positions.

He said the four permitted Sunai's secretary a Bt15,000-a-month payment as a level-six special-case official. He said that was wrong because the secretary did not have the proper training.

Anothai further alleged the senior officials lied by stating the secretary had completed a three-day seminar on financial procedures for DSI investigations. He said the required training period was one month. He alleged the bonus was "favouritism".

Anothai said a newspaper had published an article arguing that the additional payment to the secretary was against the law. The publication caused the senior officials to try and cover up their abuse of authority, he alleged.

Anothai has previously brought a defamation action against Sunai and Pornchai for alleging he was drunk during an altercation earlier this month with a junior official.
