The National Legislative Assembly proposal should only apply to those older than 50 who are jobless and unable to generate the lowest salary appropriate, said the Cabinet, which followed the Council of State's recommendation.
The Cabinet decided that the proposal be considered at the same time as the government-sponsored Social Security Welfare Bill, which is now being vetted by the Council of State.
The Cabinet rejected a condition proposed by the Council of State that a number of labour experts be included in the Tripartite Wage Committee. It said the move would make it a four-part committee, which is against international standards for solving labour disputes and designating minimum wages.
The Cabinet also rejected a Council of State condition that the committee chairperson and vice chairpersons be required to declare their assets under the Constitution. It said employers would be willing to serve on it because they did not want to make public their confidential information.
