The regulation on donations, along with admission criteria, was announced yesterday.
One of the new conditions is that popular secondary schools will this year be allowed to hold entrance exams to select applicants from their neighbourhoods. Last year, these schools were still required to organise lucky draws to choose local applicants and entrance exams were held solely to select children from other areas.
Obec secretary-general Khunying Kasama Varawarn yesterday said all state schools must accept applications, organise lucky draws, hold entrance exams, announce admission results and register new students at the same time.
Obec will ensure that schools and any organisation associated with schools do not accept any donation from parents during admission periods.
According to the schedule, pre-primary schools will accept applications between February 2 and 6 next year. They will hold lucky draws, announce results and confirm the new students' enrolment on February 10. Pre-primary schools are required to accept all applicants in their neighbourhoods.
All primary schools will accept applications between February 9 and 13. They will hold lucky draws, announce results and acknowledge the new students' enrolment on February 17.
Secondary schools recruiting seventh graders will be required to hold lucky draws if the number of applicants exceeds available places. Preference must be given to children in their neighbourhoods.
These schools will accept applications between March 14 and 18. They will hold lucky draws, announce results and confirm the new students' enrolment on March 30.
For popular schools recruiting seventh graders, the available places will be divided into two portions. The first is reserved for children in their neighbourhoods and must account for at least half of the available places. For this portion, the schools may organise lucky draws or hold entrance exams to select applicants.
For the other portion, the schools will organise entrance exams to select applicants. In case the schools have quotas to recruit students under special conditions, they must announce the conditions in advance.
About 5 per cent of the schools' available places can be reserved for children with special talents as well.
These schools will accept applications between March 14 and 18. Entrance exams will be held on March 22. The schools will announce results and confirm the new students' enrolment on March 25. A qualification test for children with special talents will be held on March 16 and the results will be announced the same day. All new students will be registered on April 5.
For the senior secondary level, schools should accept all of their qualified students who completed junior secondary education. In case there are places left, they can hold entrance exams to select applicants from other schools.
Schools with only senior secondary classes, like Triam Udom Suksa School, will hold entrance exams to select successful applicants. At least 80 per cent of available places must be reserved for successful test takers.
No more than 20 per cent of available places will be earmarked for applicants from neighbourhoods.
The number of places allocated for children with special talents must not be higher 5 per cent of available places, and will share the quota for entrance exams.
These schools will accept applications between March 14 and 18. Entrance exams will be held on March 23 and results will be announced on March 26.
