The Thais, who finished runners-up in the previous edition in Singapore, failed to produce the form that saw them thrash defending champions Singapore 98-56 on Sunday, against the low-profile Filipinas, who were back in the event after a two-year absence.
Vicharn Jaroentham, the national assistant coach, blamed the exertions against Singapore for the upset.
"This match was our second while the Filipinas were playing for the first time. The fatigue took its toll on my team. They did not play well in the opening stages and had to play catch up," Vicharn said.
In another match, Indonesia rebounded from their loss to Malaysia in the opening game on Sunday by beating Singapore 70-59.
The Sea Lions found life without their China-born players, who were instrumental in their home triumph two years ago, difficult. It looked as though the revamped side was destined for victory following a brisk start which saw them hold a 35-28 advantage at the interval. However, Singapore's form inexplicably took a nosedive in the third quarter.
The defeat condemned the Singaporeans to the bottom of the standings.
