Meechai said if Surayud quit or died, the Council for National Security chief did not have the right to appoint a new leader.
The new Constitution stipulates a prime minister must be a member of Parliament, he said.
Because there is no elected Parliament, the assembly was the de facto House. Therefore, a new prime minister must be selected from its members.
"The Constitution does not allow outsiders. There will be a lot of work to avoid hassles, so don't step down," he said.
Surayud has denied he will resign as he is determined to see the election held as promised.
Meechai said a deputy prime minister could succeed Surayud if he was an NLA member.
