Methini Thepmani, director of the ICT Industry Promotion Bureau at the ICT Ministry, said the draft aimed to develop Thai ICT workers to international standards so they would create competitiveness for the country. It also created standards and a framework on how to develop Thai ICT expertise to improve ICT efficiency nationwide. The draft will also promote the ministry as a centre of standards and development for the nation.
"We expect the draft will come out as a master plan for ICT workers by February next year," said Methini.
Methini said the bureau is in the process of developing international standards for ICT skills and professional standards. The standard would enhance the competitiveness of the country so it could provide outsourcing services and export software to international markets.
ICT professionals who reach the standard will receive a certificate that they could use in their work and business.
She said the ministry is also working with Asean on the Asean ICT Skill Standards Development project. It aims to create Asean ICT skill standards with an initial focus on careers and recommendations to facilitate regional accreditation for ICT-skill certification. It will also reduce the difference between the ICT skills of the various Asean countries.
The project will include a workshop with international experts in ICT skill standards from Asean member countries to facilitate the development of ICT-skill standards.
It will then formulate systematic Asean ICT skill standards with an initial focus on careers, and organise seminars and training programmes for ICT workers.
It will later conduct Asean ICT examinations to evaluate the ICT-skill standards.
"The project will enable all Asean member countries to benefit because their ICT workforces will have the same qualifications up to international standards and ICT industries will have qualified IT workforces for national or international competitiveness," said Methini.
