Surapong, Dhipavadee get AEC summons

The Assets Examination Committee (AEC) will summon PM's Office Minister Khunying Dhipavadee Meksawan this week over the approval of a large payment to Shin Satellite even though the money should have gone to a state agency, a panel member said yesterday.

Banjerd Singkaneti said Surapong Suebwonglee, then Information and Communica-tions Technology (ICT) minister, would also be summoned to testify.

Banjerd declined to disclose what questions the subcommittee would ask the two.

The move is the latest in the ongoing investigation of alleged irregularities and vested interests linked to former prime minister Thaksin Shinawatra.

Dhipavadee, when permanent secretary of the ICT Ministry, approved a US$33-million (Bt1.13 billion) insurance payment to Shin Satellite for an accident involving the Thaicom 3 satellite, a source familiar with the AEC investigation said.

The money should have gone to the ICT Ministry as the satellite is regarded as a state asset, the anonymous source said.

In a memo to Surapong Dhipavadee proposed the payment and Surapong approved her request. "The subcommittee wants to know why ... We'd like to get her formal testimony," the source said.
